The beliefs and educational worldview of teachers and administrators affect how Universal Design for Learning is implemented. General education is designed to “teach to the middle,” with special education services and supports added as needed. This is the core understanding that many educators layer UDL on top of. What is needed is a move from general/special education to universal education and universal instruction where every student, including students with significant cognitive challenges, can address grade level standards in a UDL environment. This Talk will address changes in perception in moving from a general/special education model to a universal education model.
